Loose/disconnected wire in my Condor

Hey folks,

I noticed a loose/disconnected wire under my rear "wheel-well" today. I have no idea if it was always like that, but I'm curious if it's anything I need to re-connect. It's a single-wire harness, one half is blue, the other black. The bike seems to be operating fine so I can't think of anything this might be, but I'd wonder if it may be related to power output or anything else important.

I've attached the photos of these wires. Ken, or anyone else, if you can suggest what this wire may be, or know whether I should re-connect it, I'd appreciate it. My dealer said he wasn't entirely sure what the wire is, or whether it's supposed to be connected together...

That is the Asian market governor wire. If you connect it together your Condor will go no faster then 22kmh. It would be the same as pushing in the green button on your handlebars. So leave it disconnected.

Definitely won't be connecting that wire, I tend to slow down the bike enough as it is. ;)
