Your statement is true for mopeds (motor-assisted bicycles) as: Motor assisted bicycle passengers but from the definitions: “bicycle” includes a tricycle, a unicycle and a power-assisted bicycle but does not include a motor-assisted bicycle; ...where power-assist are lumped into the "bicycle" classification, and for bicycles: Bicycle passengers So clearly, for pedal bikes (including power-assisted bikes), if the vehicle is *designed* to carry two persons it is OK!
